A qualifying decree needs an acute security or civil-order shock severe enough to overcome France’s high legal-political threshold.

    • Under the 1955 law, the Council of Ministers must decree it, then Parliament must approve any extension beyond 12 days.
    • France last used this regime after the November 2015 attacks and 2024 New Caledonia unrest; it is exceptional rather than routine.
    • A major terrorist attack or renewed lethal unrest in New Caledonia before year-end would materially raise the chance.

A 1955-law decree must be issued in the remaining 67 days.

    • The Council of Ministers must act after a qualifying crisis (mass riots or attack); none is known to be underway on 25 Oct 2026.
    • Mainland declarations average well under one per decade since 2000, implying a ~2 % two-month base rate, lifted only modestly by overseas volatility.
    • A sudden large-scale event in Nov–Dec would raise the odds sharply; otherwise existing 2017 security powers suffice.

Needs a major terror attack, mass unrest, or overseas crisis to trigger this rarely-used 1955 law before Jan 2027.

    • État d'urgence has been declared only a handful of times since 1955 (2005 riots, 2015 terror attacks, New Caledonia 2024) showing it's a high-bar, low-frequency tool.
    • Current France faces political instability and social tension but no active trigger event as of Oct 2026 that would prompt immediate invocation.
    • Window is just over two months, limiting time for a qualifying shock; any major terror attack or overseas unrest (e.g. New Caledonia, Guiana) would sharply raise odds.

A decree under the 1955 act requires acute civil unrest or disaster, which is rare outside major riots or overseas flare-ups.

    • With only two months until year-end 2026, the short window sharply limits exposure to catastrophic domestic triggering events.
    • The 1955 law was last triggered for mainland France in 2015 and New Caledonia in May 2024; base rates over two months are near 2-5%.
    • Severe civil unrest in Mayotte or New Caledonia or massive urban rioting in Paris would immediately spike these odds.

This needs a mass-casualty attack or insurrection in the next nine weeks; nothing scheduled points that way.

    • France last declared état d'urgence in Nov 2015 after the Bataclan attacks; it was extended six times before ending in Nov 2017, a 24-month stretch with no declaration…
    • Only the President and Council of Ministers can decree it, and the trigger is a mass-casualty attack or imminent insurrection — neither is schedulable, so the ~9-week…
    • An ISIS-inspired attack with double-digit deaths, or an uprising in a banlieue or New Caledonia, within weeks would be the one development that flips this.

Even the 2023 riots didn't trigger it; only a catastrophic attack or collapse would in 9 weeks.

    • France skipped état d'urgence during the June-July 2023 riots, signaling a very high political threshold for its use.
    • Only ~3 declarations under Law 55-385 since 1955, each tied to extreme events (Algerian War, 2005 riots, 2015 attacks).
    • A major coordinated terrorist attack is the most plausible trigger; base rate for such an event in France in any 2-month window is low.

Resolution criteria

This market will resolve to "Yes" if a legally binding decree declaring a state of emergency (état d'urgence) in France enters into effect at any point between this market's creation and the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No". To count toward resolution, the corresponding decree must explicitly constitute a "state of emergency" (état d'urgence) as defined by Law No. 55-385 of April 3, 1955 (Loi n° 55-385 du 3 avril 1955 relative à l'état d'urgence). Only declarations explicitly constituting a state of emergency under Law No. 55-385 will count. A declaration covering any part of the territory of the French Republic, including overseas departments, regions, and collectivities, will qualify. A declaration of a public health state of emergency (état d'urgence sanitaire) under the Public Health Code, a state of siege (état de siège) under Article 36 of the French Constitution, the use of exceptional powers under Article 16 of the French Constitution, the "Urgence attentat" level of the Vigipirate plan, a natural disaster declaration (état de catastrophe naturelle), or prefectoral orders issued outside of Law No. 55-385 will not count.
